I would like to know if there are any February 2018 Study Groups already existing, please. And if there are none yet, can interested students like myself form one???

You can always form your own.
Alternatively, you can join when I go over the PT's for December test. I am registered for December and February test as well and the way I am studying, I will be going over some PT's in December test and some will be left for Feb, that way I will be going over all the PT's in 70 series.
So up to you. But don't feel afraid to form your own as well : ) .
