Can someone help me understand the following phrase within the stimulus?

Stimulus
1. Fines against environmental accidents are so high that it costs more to pay the fine than prevent the incident.
2. If a business values their profits, they will install safeguards/prevent accidents.
Can someone please explain how D is correct? because when I read it, it did not seem like it would strengthen the argument, since its says consumers added smaller quantiles of coconut oil as oppose to whole milk.
I understand why the answer is A, however I do not understand why it cannot also be D. I know there is only one answer I am just unsure why D is definitively wrong. Thanks #HELP
