If you were given an LSAC fee waiver, then this would get waived because LSAC granted this to the applicant, but otherwise the reporting fee won't be waived.

I think it's hard to say for sure that schools are taking longer to get applications back, based only on anecdotal evidence. We need to consider how many applications these schools are receiving and how many people are reporting delayed responses.
Considering they prefaced it as an "anxiety" survey, I was surprised to see so many Qs about identity (they were obviously going for race/ethnicity) and intelligence...
