I think it's hard to say for sure that schools are taking longer to get applications back, based only on anecdotal evidence. We need to consider how many applications these schools are receiving and how many people are reporting delayed responses.
Considering they prefaced it as an "anxiety" survey, I was surprised to see so many Qs about identity (they were obviously going for race/ethnicity) and intelligence...
That would really messed up if this rule ends up being retroactive. They can't change the rule in the middle of a race, it wouldn't be fair! I predict a bunch of people starting to take the GRE!
