Is there a difference between these two terms via status checker? Or do the mean the same thing at different schools? At some schools my application has gone under review just a few days after submitting. At other schools I have been on "complete" for weeks. And I'm wondering if they have even started reviewing my application.

Yep some schools complete basically means you're under review. Other schools explicitly note under review in the status checker.
"Complete" means that they have received all of the necessary forms for your application and "under review" generally means that they have opened your file but have not made a decision yet.
Different for different schools.
