A is correct because it supports the idea that the governments were carrying out persecution against these groups because of their own agenda, not because they were appeasing the majority. They launched propaganda campaigns. It seems like they were trying to get the majority to be on their side.
C missed the mark because it shows an instance where a mob attacked a group, which is kind of in line with the other people’s position that the conclusion is challenging. Weakens.
