I am stuck between the two answer choices. The other three seem pretty obvious as to why they are incorrect. However, what sets AC C and D apart? I can't seem to identify where in the stimulus it points to the right answer.

    The jump in the stimulus is from pilot error to lack of flying time. So you need D or else why would you conclude the program needs to be rethought for lack of flying time?

    C. The number of airline crashes will decrease if pilot training programs focus on increasing actual flying time.

    A focus on increasing flying time ≠ an actual increase in flying time. In other words, this answer requires the additional assumption that a focus on increasing actual flying time will result in an increase in flying time. Today I will focus on increasing my PT score to 180. In business I will focus on becoming a billionaire.
