So this is a part of the premises, but this specific part they asked us to look at did not attack or support the conclusion and is therefore compatible with accepting/denying the conclusion. The terms they asked us to look at was simply a fact or background information that was included.
The argument is not trying to discredit that homelessness is not a social problem, instead the argument is trying to argue that the approach homelessness is not the right way.
