Um... this is a main conclusion question and you seem to have that. Main conclusion questions serve 1 purpose: to regurgitate the conclusion.
The main problem is that D doesn't address the public's welfare. "Shortcomings of Journalism" doesn't equal hurting the public welfare. Public Welfare is introduced in choice A as "best interests of the people," which essentially mirrors the conclusion. What you have is a claim that helps the conclusion, but isn't the actual conclusion.
I don't really know how "can" is relevant.... Hope this helps!
