This is a sufficiency-necessary confusion flaw taken to its extreme, and also a rare question that asks for double flaws. Always watch out for any sufficiency-necessary indicators in the stimulus and see if they try to do anything with it. But bear in mind that the harder ones cover them very well with heavy usage of abstract language and confusing sentence structures.
