By extension then, if all As are Bs and all As are Cs , is the relationship between B and C that some Bs are Cs (and vice versa) ?

Hi! I'd appreciate some guidance for number five... I thought the two objects of comparison were (1) households who set a lower temp than usual and (2) households who did not set a lower temp than usual, which would make the subject of comparison the size of each group, expressed as a percentage...? And the "winner" the 59%? Did anyone have the same thought and realize their mistake? Thanks:)

I mistakenly interpreted "but not otherwise" as modifying "if" to become "ONLY if"

I suppose that "but not otherwise" leaves room for other paths to eligibility then? Would appreciate some clarification!
