I don't really understand reasoning for (C). Railway lines could be anything, it didn't connect for me that it meant specifically passenger rail.
I dont see how we are denying a premise when its denying the conclusion? Even when going over (A), he mentions in explanation it's contradicting conclusion, but somehow also contradicting premise?
Dumb question but how do we know the author provides perspective here? Maybe silly but I read it as just introducing a perspective, not necessarily the author's... Is it just a thing that when a new perspective is introduced in this manner it is the author telling us this?

I only guessed B because it connected a premise to the conclusion but I really didn't understand what was being asked, really difficult question but after doing so many, have some of the patterns recognized where I can more or less see what the answer choice should look like
@GregSchwarz that would weaken the argument anyway, you would be arguing that the population might have actually grown
