I believe that I mainly gotten confused with this question due to me interpreting "Further increases will be extremely difficult:....." as the possibility of there being a further increase, is difficult. Which in the end would make the conclusion "... a severe worldwide grain shortage is likely." to infact, not be likely.

@pierinachica1 Think of it this way: the conclusion is whatever receives the MOST support. The last two sentences provided support on why ".. this would be a blunder." as as opposed to supporting why "students will soon be able to freely access their academic records.
