Why does Q2 have an actual conclusion while Q3 doesn't?

I find the "choose one" part of the translation rule to add needless confusion. When both ideas aren't negated, it doesn't matter which you negate. But if the other condition is already negated, you have to pick the idea immediately after the indicator.

Why not just always pick the idea after the indicator as a rule?
