I'd submit early and note that you're registered for the November LSAT. Most schools will hold your application for the new score anyway. With a 3.8 GPA, a meaningful LSAT increase could make a big difference, so if you're confident you'll improve, it's worth waiting for that score.

@Makaveli678 LSAC would say it's a ''reasonable assumption'' that less police presence in theory could cause more accidents, people are not scared of getting caught, are driving more recklessly, etc.
How reasonable this really is, is up to an individual in my opinion, but, hey, who are we.
We don't make the exam rules we are just hoping for the best & choosing an answer that could work with the ''least of reasonable assumptions''.
