one of those suspiciously easy questions .....
I dont see how i could have determined that the "not able to send spacecrafts" AND "capable of communication" turns into Either/Or? i would have looked at the question completely differently had I thought of it that way?
What tripped me up is the "outside information" versus the author's opinion perspective. The government study bit just felt like context to me, and it didn't occur to me to integrate "the reason for making it uniform (accidents)" it with the last sentence's reasoning....

For this one i got into the mind of the speaker- A, C, and E are all the opposite of what the parent is trying to argue. Those statements are true of the "antagonist" of the parent's issue (the education system). Even then, the answers are all too strong to even write them off as actual beliefs of the parent's perceived antagonist (it could just be a dramatic take of the education system by her own POV). We don't know the actual state of competitiveness in this World of the Parent. B- this could or could not be true. We don't know if the developmental issues are being addressed in some schools or not. Narrowing down into D- we know for sure that the Parent says the Narrow issue of "rigorous curricula" is not meeting developmental needs.
