I guess so? This also tripped me up. Looking back, if you replace "by" with "if", the sentence still means the same and it's much easier to understand in Lawgic.

Anyone have any tips here about how to correctly label A -> B? For AC D, I originally thought it was File Complaint -> / Enough To Do.
