I made the same mistake, but the flaw arises when E says that "on many occasions, Franklin has saved lives and on many occasions, Franklin has gone above and beyond." It's worded as two separate events., with no guaranteed overlap between the two. Meaning, he could have saved a life, but not gone above and beyond. In order to receive the award and for this answer choice to be right, he would have had to acted beyond what a reasonable officer would do AND save the life. E does not allow us to prove both of those requirements
