I had eliminated Answer Choice B as it stated "Most Original", therefore satisfying one of the Necessary Conditions. Can someone further explain to me why this is incorrect? #help

I correctly identified the conclusion as "We need to determine whether the changes are warranted", but failed to identify the correct AC as E. Can someone help me understand the disconnect between "needing to determine whether the changes are warranted" and "needing to be aware of the impact of change before the changes are made"?
I am struggling to connect my own personal definition of warranted and impact of the change before the changes are made.

We know from the premise the stamp is old, but what does the printing error mean? There could be millions of stamps with the same printing error.
Therefore the Sufficient Assumption must be: Printing error = Rarity
C: Stamp high Value
AC B exactly fulfills the SA we are looking for, that printing errors are always confined to a few individual stamps, thus they are rare
