The point here is to drill down on the actual sufficient condition in a sentence where you might not have explicit indicator words beside it. Since (3) and (4) were introduced by the "if" whereas (1) and (2) are placed far away, this was done to emphasize the rule.
Taking the counter-positive of the whole sentence will make it hard to identify the "real" sufficient and necessary relationship.
