How is many more than some if some could sometimes mean all?

I am unsure how to pick the clauses, I am getting a bit confused with that and knowing which conditional indicator goes first before the other. Can someone help me?

Should I be reading the question first before the stimulus? Would that be helpful so I know what I should be looking for??
