I think a better way to provide evidence to see why something is the greatest expense would be to explain why such as 'oh because it makes up of 99% costs' or 'in comparison with non-pumping mechanisms, water pumping accounts for most of the expenses.'

The second statement, 2, just gives us additional evidence/info. 'The pumping costs increase with the distance the water is pumped.' It could of also said something like 'The pumping costs increase at an exponential rate compared to all other non-pumping mechanics' which can possibly give reason as to why this is the 'greatest expense', but it doesn't.

Therefore, we take it at face value for the evidence it is since there is no further evidence for the claim.

For C, 'Your inability to determine if this is true, has no effect on whether this is true or not true'
