more than is out.

less than is in.

equal to is in.

Therefore, people should feel less responsible for economic disasters than for military invasions

OR

People should feel equally responsible for economic disasters and military invasions.

What if the sentence read "Clearly, I can read." Would that then make it a conclusion? Or "I can read, clearly". I guess it depends on the supporting context!
