ugh... im so done with this section. the "steep" angle being good (less earthquakes) and "shallow" being bad (more earthquakes) was really screwing with my general understanding of the words steep and shallow, which is what got me to pick the wrong answers
if i get this type of question on my exam im giving up

I was still really confused about how C was wrong and tried to summarize what the other comments were saying and finally got it. hopefully this helps others:
AC (C) is wrong because it only talks about what was happening before, but doesn't address the level of apprehension now. while the stimulus says that the "odds of apprehending" have greatly increased, it doesn't mean that they actually increased. even if it did, AC C doesn't EXPLAIN why there was a dramatic decrease in auto thefts, only that there was one.

@Alyssam he explained in the video why he chose to do it that way -- because the author is trying to argue that we cannot determine whether there are aliens. he wants to emphasize the final conclusion as /determine instead of as int.
