If the question is why do you have to do so many, then it's because quantity is important, if not necessary, for fool proofing.
If the question is why do you have to do so few, then it's because JY wants to save more practice tests for you to decide what to do with them. You can decide to fool proof PTs after PT35, but you'll just have to do that through the question bank. Typically, 1-35 builds enough of a foundation, and I find that if it's not enough, literally doing the same questions again doesn't reduce the benefits, unlike LR or RC sections.
