    I interpret it as:

    If it is a rational policy adopted by this government: it is Freedom of speech

    not really a bi conditional that I see.

    “The only” introduces group 1 sufficient condition so ...

    If it’s rational policy for this government to adopt, then it’s freedom of speech.

    As others have said, it translates to RPGA(rational policy for government to adopt) --> FS (freedom of speech)
