My highest PT score is a 169 but my average is a 164. How can I close this gap?I usually score in the 160s but it seems like sometimes I randomly score a 160 and then a 169. What am I doing wrong?

I interpret it as:

If it is a rational policy adopted by this government: it is Freedom of speech

not really a bi conditional that I see.

As others have said, it translates to RPGA(rational policy for government to adopt) --> FS (freedom of speech)
