Has anyone else had issues recently using the underline and highlighting tools during prep tests? They worked for me before but for the past week they haven’t been working for me.

Sorry about that! I tried to re-create the problem on my end but was not able to. If you don't mind, can you provide me with more info like what device you are using and what browser?
Also, sometimes a force refresh clears things up. To do a "force refresh" scroll all the way to the bottom of the page, and tap on "force refresh." See the screenshot below:
You can also try clearing your cache (Here's how to do it: https://7sage.com/clear-cache/).
