I tried to find out why A was wrong, but I still have no idea why.

Why A can't be an answer? Does highway traffic "has not increased" mean highway traffic is the same as a year ago?
So I think A also eliminates a possible alternative explanation for why there's a reduction in the number of highway traffic fatalities.

Can anyone explain why A is wrong and E is an answer?

Would traffic increasing and fatalities decreasing weaken the argument? If that were true, it could strengthen. Are you considering "traffic" as"congestion" or "traffic jams"? I believe the author means more cars on the highway. Which more cars could possibly mean more accidents. If E were true, would that be an alternate explanation of why the numbers decreased? Yes, because they were at some number (at the original speed limit), last year something happened (who knows, construction?) That caused the numbers to go up, and now they are back to normal, or they could even be higher than "normal" year, but still lower than the abnormal year.
