Once you are registered with the CAS, law schools obtain your information and based on that they send you fee waivers (correct me if I'm wrong). I hope this helps. -

I don't think they have a specific score range for fee waivers. My score on file isn't impressive, and I received one last month. My friends with a 172+ did not receive one.
