I doubt they can see anything before it's been completed.
Some schools give out waivers to those who e-mail them and show interest, even without demonstrating need. Just e-mail the admissions committee and try. -

I'm above both 75th's at BU and tried unsuccessfully to solicit back in August (I took the LSAT in June but didn't turn on CRS until August). Still haven't gotten a fee waiver.
I received a Cornell fee waiver on September 14. -

I emailed my top 6 schools, the ones that replied said that it does not hurt my chances of admission, and one even threw in a fee waiver to get me to apply this year :)
