I eliminated every ac except B and E. I am assuming that B is wrong because it says "increased between" the years which we can not say because it only talks about the incidence of the two years mentioned in the stimulus.
Would somebody please help me. I am having an awfully hard time with the RC questions and I feel that some answer choices can be debated as opinionated.

I don't really understand answer choice A) if there is no overwhelming evidence for or against a hypo. then one should "suspend judgment as to its truth". What does it mean by "as to its truth"? Anyone could help?

After reviewing, I can see why the wrong answer choices are wrong, but I cannot also tell you why C is the right answer. To me is just does not make sense. To me I thought this if anything would strengthen the argument.
Just as the title says... when I go to resources I can only see an option to take the test digitally. I would rather have them saved as a PDF on my computer so I can go back to them and print them at a need be basis.
