Baumgartner’s comparison of environmental hazard is misleading. Why? Because he neglects elements essential to determining environmental impact.

The conclusion is a critique of Baumgartner’s comparison: “Baumgartner’s comparison of the environmental hazards of gasoline-powered cars with those of electric cars is misleading.”

This is a good restatement of the conclusion. The rest of the argument supports this by showing that Baumgartner has neglected vital considerations.

This is premise. It provides support for the idea that including the use of different cars is necessary to accurately compare environmental impact.
