I will be applying for law school this fall, and have no idea when I should send my transcripts to LSAC. I have just finished my third year and have 86 credit hours. Is that enough to go ahead and send my transcript?

You can send whenever you like and update them as needed.
If you're done with your classes for this semester and you aren't taking classes over the summer, you might as well send the transcript now. As @974 said, you can update them after your fall grades come in.
