The reason why I did not initially choose "B" is because I presumed if the constituents do not favor high taxes, they will more than likely be in favor of lowering taxes in general regardless of the level of sad taxes but in typing this out, I see why my thinking is flawed.

Must be true indicates necessity while sufficient assumption indicates sufficiency.
