#help I'm failing to understand why C is not the correct answer when DeMorgan's Law states that if one part fails, the rule "falls away." Wouldn't it be true in that case, that if 25 percent is not duplicated, then the new department would not be funded? Since if you fail one part of a conjunctive sufficient condition, you fail the necessary condition?
Any tips on separating the context from the actual section we are supposed to diagram? This question completely blew past me because I diagrammed the first sentence and tried to connect it to the other premise and conclusion-- if I just diagrammed the last two sentences, I would have understood the question.
B really threw me off...

Affects their assessment of pain intensity as described in the second sentence.
