In the next practice session it says "strong antibiotics fail to kill bacteria in deep wounds", then identifies "to kill" as a modifier of the verb fail. Isn't that the exact same situation???

I think its helpful to consider words like "by" or "of" as indicators of modifiers. Similar to the indicators we learned about in previous lessons for premises and conclusion.
