Why does the negation of unless go to an "and" ? do we always do that when we have an unless and then or statement, we translate negate sufficient and then do an and?

I'm confused how AC C premise indicator is correct. I thought the evidence indicate the test results were below the national average? How does we make the bridge, assuming the evidence indicates below average quality? Isn't that an unwarranted assumption that these two concepts are the same!? Help!

If anyone read the loophole, you also could look at dangling variable loophole pov. conc is about reliability versus prem is about service request. huge loophole in connecting these 2 concepts. what if market share has nothing to do with reliability? b point this out in a more detailed and specific way, by indicating that some service requests through different companies are therefore not connected to the reliability and attacks assumption.
