Just do it. The only wasted time is time spent debating. Put pencil to paper and get moving. Then once you've done 100+ games you'll start to develop a feel for when to do it and when not to... There is no grand unified theory of splitting but there are a lot of little tips (e.g.- don't split when there are less questions than possible game boards). But even if you split and don't get past putting in one or two pieces, or you made a game board that doesn't work, those are all value added scenarios because you have just set yourself up for success a tiny bit more.
