As far as I know it's all based on data generated by 7Sage's analytics. I'm more certain it's the case for the percentages than for the difficulty ranking as the latter could have been assigned by JY et al. -

The algorithms for calculating difficulty are rather complex but I have found that, on the whole, they are representative of the relative difficulty for the vast majority of questions. I very rarely disagree with that the analytics indicate. -

As a start, you can do what I did and "pretend" to take every PT on 7sage to get to the analytics page, select all tests, and then filter by section and difficulty level.
