I think you have a typo 'if' should be 'is'. I think that it means exactly what you said. These types of rules make me pause for a bit too. I am hoping to reduce the pause by test day. -

I usually do a batch of 10 LR questions and set the timer to 15 minutes but I try to finish each question within 1 minute so in the end I have about 5 minutes to spare. Then after that I just blind review any questions I circled. -

I don't use the 7sage timer... I use an analog wrist watch and I don't cheat.. its just as good... probably better as your guide on test day will be your watch. Proctor instructions typically vary by a few seconds so it will not be much of an issue. -
