Thats the same information I've seen. With regards to the +/- 6 rule, there's no confirmation on the exact number but that would seem like a reasonable spread.
It's been observed that LR has shifted in that it's no longer the golden rule of "10 in 10 mins" or "15 in 15 mins". As you have experienced, questions as early as #5 can be the 2nd hardest question in the section.
