I had a huge problem with this, predict what the answer should look like prior to reading the answers, for example, for this question, I knew the rebuttal would have something to do with the changing of a predators population not affecting plant life. so I skimmed until I found something that correlated with that.

here are the conditions for a new department to be funded:

does not duplicate more than 25%

has more than 50 ppl available to hire

if these two conditions are met, the department will be funded.

the stimulus says that even though this new department duplicates more than 25% it will get funded anyway they are making an exception by funding it.

if it did NOT duplicate more than 25% than it would still get funded, because that's even better!

its like me saying this.

if you eat all your veggies, and drink your milk, you can get a piece of cake.

even though you didn't drink all your milk, you can still have some cake.

A says: it must be supported that you ate your veggies

C says: even if you didn't eat your veggies or didn't drink your milk, you could still have cake,

this is incorrect.

no that would still be invalid, for a better example:

if whales then mammal most mammals have fur

some whales have fur

this is invalid. it follows this format

A → B ‑m→ C

--------

A ←s→ C

valid would be

if whale then mammal

most whales have skin

--------

some mammals have skin

only if one hasnt slept are they tired.

the sentence

only if one is tired have they not slept

wouldn't make sense, because people can be tired for various reasons.
