The stimulus doesn't mention driving performance but it does mention diverting attention from whatever the listener is doing. If the stim is true, then a person partaking in an activity will have their attention diverted from whatever they are doing if they are overhearing a phone call. So the only "assumption" that needs to be made is "driving" = "something that someone is doing" which is not an unfair assumption at all.
