The rule is MORE likely cause less harm THAN is likely to prevent less harm.
(Cause less harm = Reduce harm
Prevent less harm = Increase harm)
SO...(AC) C is saying "...a rule whose implementation is more likely to reduce harm than increase harm" which is very strongly supported.
The wording for this AC is really bad (On purpose probably) so its best to read every AC word to fully understand what its exactly saying before eliminating instead of thinking how it sounds right/wrong. Hope this helps :)

The supervisor says "I disagree with you about a point, because XYZ". So the point of disagreement is NOT going to be XYZ. The point of disagreement is the "point" that the supervisor is referring to. So when looking for the correct AC, we are looking for the point that XYZ supports. AC D implies that they disagree over XYZ, but XYZ is only just support for the point of disagreement. You want to go into the ACs looking for what XYZ supports, which the only one is AC B.

Conclusion (Agreed on): New process is expensive and gives no profit
Point of disagreement: New process is more expensive than current process.
They agree that the new process has negative net value, but they disagree over evaluation of expensiveness between the new/old processes.

The argument "Price gouging is good because it allocates goods to those that actually need it" is based on the assumption that: willingness to pay is proportional to need.
So the claim that "Willingness is not proportional to need" is denying that assumption.

The stimulus doesn't mention driving performance but it does mention diverting attention from whatever the listener is doing. If the stim is true, then a person partaking in an activity will have their attention diverted from whatever they are doing if they are overhearing a phone call. So the only "assumption" that needs to be made is "driving" = "something that someone is doing" which is not an unfair assumption at all.

Your assumption can be safely negated by AC E's use "PRACTICAL source of basic materials".
