I have heard you should be consistently PTing +/- 3points around your target before going into test day. I'm not at the point of having done enough PTs to speak from personal experience, but it is a rule I intend to follow.

T14 medians are 168+, so from my understanding you'll have to shoot for above medians for most chances of scholarship money. Some T14 don't give merit scholarships at all.
Retake if you think you can score 4+ points higher.
