"Some apples are not delicious" is not the same as "None of the apples are delicious." Why isn't the binary cut of "all" "none?" You know, all or nothing?
SA is a Guaranteed Conclusion so it's mostly cut and dry. PSA can but doesn't necessarily have to Guarantee the Conclusion. I treat them more like a strengthening question that strengthens 90% ish of the way.

Perfectly stated above...R.C tends to be the most time consuming section, if you have a question that appears as long as the passage, cut your losses and move on!
