I agree, I think trying to take the test in that environment will be distracting. If you can go anywhere why not Pittsburgh? It will be cheaper than NYC or San Francisco, its fairly peaceful... Plus you know nobody is going to be going to a Pitt game ;) -

I'm pretty sure every school accepts December scores (if anyone knows otherwise, please correct me). You should be fine. As @montaha.rizeq stated, don't register for September unless you are currently ready to take the test in September. -
