Assuming all other factors remain constant, what is better for admissions, applying in November with a 3.66 GPA or waiting until January to apply with a 3.7? (GPA will improve over the semester)

I have a 3.7 (A-) in Canada but not sure what it will be when I apply to a US law school.
Im super confused as to why I score 1-3 on more recent LRs from PrepTests (60ish+) as compared to earlier ones (25ish and below). I also find the LR questions from earlier LSATS much harder than the later ones. Can someone tell me if this is normal?
