I agree, I think trying to take the test in that environment will be distracting. If you can go anywhere why not Pittsburgh? It will be cheaper than NYC or San Francisco, its fairly peaceful... Plus you know nobody is going to be going to a Pitt game ;) -

I would say at least one pt per week but no more than 3 or 4 pt per week because you need to make sure you have good quality of time to blind review every question that gives you trouble during the PT and avoid burn-out. -

I have a similar issue with a GPA around 3. I determine to take LSAT unless I am ready and fall in 170+. Some T14 schools take students with high GPA(170+) with low GPA. You can find it on law school number website. Wish you good luck and try your best. -
