Was so confused on why this passage sounded so familiar and it's because I got it as a critic/debate drill. Wondering why it's being classified as problem-analysis here, but I had it when doing a drill on critic and debate.
What’s the problem, and what makes it such a problem?
Imported TV overwhelms domestic production.
Author believes this actually is not a problem and that specialists are out of touch.
What solutions, if any, are presented?
Solution to being OOT is that an anthropological study needs to be done.
What are the reasons for or against those solutions?
Viewers are more likely to want to watch culturally relevant TV
(3) run through a recap of our low-resolution summaries, - Specialists view point, author expressing they are wrong and why they are wrong, solution to how specialists can get a more accurate view point
(4) describe the author’s main point. - Specialists are out of touch and that a study can be done so they will realize that imported TV will not actually overwhelm domestic production
The "problem" presented in the passage is that the specialists are wrong? The solution is that they need to do research so they can see things like the author and be right?
Curious - on longer and more grammatically dense questions such as these, what is a realistic timeframe to be reading through the passage and making your low res summary? Obviously every test taker is different, but even a ball park range would be helpful to know what to aim for!

Is this both critique-debate and problem-analysis?

This is what I had wrote out as my low res summary. I would appreciate any feedback since I wasn't too confident with it.
*P1: Intro problem: Rich country tv shows colonizing poorer country tv programs
author persp: Too strong to assume since lack of evidence
author reason 1 and 2
P2: study done which shows domestic shows more popular than western
P3: Author advice: Research needs to be done differently
P4: Author advice: Specialists need to prove their claim by studying individual viewers*
